asked the Home Secretary whether his approval has been given to the appointment of an ex-Royal Irish Constabulary officer to the chief constableship of Canterbury; and whether he is aware that this appointment has been made despite applications for the post from highly trained police officers in Great Britain?

Mr. BRIDGEMAN

I have received the application from the Watch Committee for my approval of their appointment, and I have given my approval. I have no information as to the qualifications of the unsuccessful candidates.

Mr. HAYES

Is it not contrary to the spirit of the recommendations of the Desborough Report to appoint officers from outside the service in this country to the highest posts, as there is an absence of incentive to the lower officers to make themselves thoroughly efficient?
