The Small Dwellings Acquisition Act, 1899, shall have effect subject to the following amendments:—

(d) The market value of the ownership of any house in respect of which an advance is made under that Act shall be ascertained by means of a valuation duly made on behalf of the local authority, and the amount of any such advance shall not exceed ninety per cent. of the market value as so ascertained:

In paragraph (d) after the word "is" ["an advance is made"] insert "to be".
