§ Mr. McNEILLThe French Government have made no special arrangement in regard to the rights of the French bondholders, nor have the Allied Governments incurred any responsibility or accepted any compromise in regard to the currency in which the bondholders of all nationalities are to be paid. The Allied delegates at Lausanne have, however, come to an agreement with the Turkish delegation on the basis of a reservation of the bondholders' rights, outside the Treaty.
