§ Mr. SHORT(seated and covered): On a point of Order. The right hon. Gentleman stated that it was possible to get the paper to which he referred in the Vote Office. One of my hon. Friends has made application in the Vote Office, and has had great difficulty in getting one. In these circumstances, are we not entitled to have a statement from the right hon. Gentleman on this paper?
