Lieut.- Colonel J. WARDI beg to present a petition from the Constitutional Reform Association of the Crown Colony of Hong Kong, signed by over 1,500 inhabitants of the colony, praying for the abolition, as far as the non-Chinese unofficial members of the Legislative Council are concerned, of the principle of Government nomination and the substitution of popular election therefor.
