asked the Prime Minister whether, seeing that accredited diplomatic representatives of the Japanese and Russian Governments have been appointed to discuss matters of moment to both States, that the Italian Government has recently appointed a new Italian trade representative at Moscow, and that the French commercial mission in Russia is understood to have concluded important contracts beneficial to French trade and enterprise, he will consider the advisability of an early conference between accredited diplomatic representatives of the British and Russian Governments with a view to the settlement of outstanding disputes and the resumption of normal relations between the two countries?
