§ 50. Mr. MORELasked the Prime Minister whether, in view of the desirability of reaching a friendly understanding with the Russian Government on the subject of the claims of British subjects, and in order that such other differences as exist or may arise between the two Governments may be approached under circumstances of normal international intercourse, he will, now that the Russian Government has intimated its intention of signing the Straits Convention and is understood to have fulfilled the conditions laid down by His Majesty's Government in the recent exchange of notes, consider the advisability of opening informal discussions with that Government, with a view to exploring the ground for the 1707 negotiation of a general Peace Treaty as foreshadowed in the Trade Agreement; and, if His Majesty's Government cannot see their way to adopt this course, will he inform the House of the reasons therefor.
