asked the Minister of Health whether he will urge on local authorities the desirability of tree planting on an extensive scale this winter, not only because of the value to the health of the community of this policy, but also to help existing unemployment?

Mr. CHAMBERLAIN

I would refer my hon. Friend to the reply which I gave on the 19th July to the hon. Member for the Mansfield Division. Local authorities, however, have no general powers to undertake tree planting, except as incidental to the making of parks and roads and other works which they are authorised to undertake.
