ROBERTSasked the Minister of Pensions whether the Order of the Ministry prohibiting local pensions officers from making advances to pensioners when payment by the Post Office is impossible owing to the non-arrival of draft-books was submitted to and considered by the central advisory committee, and, if so, on what date: whether the opinion of the regional advisory councils or war pensions committee was sought before this change in procedure was brought into effect; and, if so, what was the nature of their replies?
