§ Mr. ORMSBY-GOREYes, Sir. The High Commissioner is considering, in consultation with the Malay Rulers, what arrangements can best be made for securing the representation of Indian immigrant labourers in the States comprising the Federation, which he considers would be more conducive to their own interests and generally preferable to their being represented on the Central Council.
