16. Mr. CAIRNS

asked the Minister of Pensions whether the Regulation of the Special Grants Committee, providing for the grant of an allowance to a motherless or illegitimate child of a deceased ex-service man, when the case is one of exceptional hardship and the death of the man can be shown to be due to circumstances arising from his service, is still in force?

Major TRYON

The hon. Member is no doubt referring to a provision for cases in which the circumstances of the death of the father do not entitle the child to pension. This provision does not now exist, and I am sending the hon. Member a copy of an explanatory circular on the subject.

Mr. CAIRNS

Could not the right hon. Gentleman inquire into a case like that?

Major TRYON

I think it would be better to wait until the hon. Member has seen the explanatory circular.

Mr. WEBB

Would it not be for the convenience of the House to have this explanatory circular communicated to hon. Members, or, at any rate, made obtainable by hon. Members?

Major TRYON

I shall be most happy to do everything I can to convey to hon. Members any information on the subject they may desire to have.

Mr. WEBB

May I press my question whether these circulars could not be circulated?
