asked the Home Secretary whether any decision has been come to with regard to the substitution for the present legal speed limit for motor vehicles of more drastic penalties in cases of dangerous or neglectful driving, together with the grant of a licence to drive a motor vehicle only to such persons who can show reasonable skill and physical fitness?

I have been asked to reply. Both the points referred to by my hon. and gallant Friend are dealt with in the Second Interim Report of the Departmental Committee on the Regulation of Road Vehicles, issued in March last—see paragraphs 112–119, 134–140, and 213–214. The Report is still under consideration.

When will the Government tell us what is going to happen? When will a decision be reached?

I could not say. It is a very difficult subject, and it may be some months before the final Report.
