asked the Lord Privy Seal if he can explain the reason for the delay in deciding whether or not an Order is to be made imposing a duty on imported fabric gloves?

Mr. CHAMBERLAIN

Yes, Sir. As this and the other reports (six in number) now in possession of the Government are the first to be received from the Committees constituted for the purpose of Part II of the Safeguarding of Industries Act, 1921, it is desired to get a fully representative meeting of the Cabinet to decide the policy to be followed in relation to them, and, owing to the absence of so many Ministers at Genoa, this has not yet been possible.

As this recommendation was made four months ago, is not Part II of the Safeguarding of Industries Act a dead letter?

Is it not a fact that there is a fight without gloves on this question going on in the Cabinet?
