asked the Prime Minister what progress has been made during the past three months in negotiations with the American Government regarding the final submission of the draft mandates for the ex-German colonies in Africa to the Council of the League of Nations; whether any further alterations in the drafts have been made and accepted by the French and British Governments; and whether the Council of the League will be asked to dispose of those drafts at its next meeting in April?

His Majesty's Government and the French Government addressed Notes to the United States Government on this subject on the 22nd December. Certain alterations in the draft mandates were suggested in those Notes in order to meet the wishes of the United States Government. It is hoped that the reply of that Government will be received in time and will be such as to make it possible, to submit the drafts to the Council of the League of Nations at its next meeting, and ask the Council to issue the mandates.
