Mr. HARMSWORTHThe sovereignty of the Sultan of Morocco is not in question. The object of the conference is to revise the Tripartite Agreement between France, Spain and Great Britain, the final conclusion of which was postponed owing to the War. It is proposed, therefore, to limit the conference to representatives of those three countries.
