§ Sir A. MONDI regret I cannot do as my hon. Friend suggests. It is essential that vaccination performed at the public expense should be maintained at a high level of efficiency. I am advised that the number, area, and character of the vaccination marks have an important bearing upon the degree and permanence of the protection afforded by vaccination against smallpox.
