asked the Secretary of State for the Colonies whether any agreed definition has been reached by the Powers signatory to the convention of St. Germain as to what constitutes trade spirits for the purposes of that convention; and whether he is aware that in practice to-day varying interpretations are being adopted by the several Powers?

Mr. CHURCHILL

The answer to the first part of the question is in the negative and to the second part in the affirmative. I would add, however, that the differences in practice in the various countries relate mainly to borderline cases and not to the bulk of the trade.
