53. Lieut.-Colonel Sir F. HALL

asked the Lord Privy Seal whether, seeing that the Soviet Commissariat for Foreign Affairs has addressed a communication to its representatives abroad as to the steps to be taken to promote Communistic propaganda and to force upon foreign Governments diplomatic recognition of the Bolshevist Government of Russia, he will state what steps are being taken by the Government to stop this violation of the terms of the trading agreement between Great Britain and Russia; and whether there is any censorship of cor- respondence passing between Russia and this country?

Mr. CHAMBERLAIN

The Government have no knowledge of the communication mentioned in the first part of my hon. and gallant Friend's question. The answer to the last part of the question is in the negative.

If I send my right hon. Friend a copy of the communication which, apparently, he has not seen, will he look at it?

Mr. CHAMBERLAIN

I would be obliged if my hon. Friend would send it to the Secretary of State for Foreign Affairs, whom such information should reach in the ordinary course.
