asked the Secretary of State for War if he is aware that the recent firing of big guns for practice near the village of Penally, in Pembrokeshire, caused great inconvenience and distress to many of the inhabitants and much suffering to delicate persons and children; and that the military authorities propose to continue the firing of these big guns during the period from the 31st July to the 17th August next, which is causing much alarm among the inhabitants; and if he will cause immediate instructions to be issued to stop this proposed action taking place?

No, Sir; I am not aware that the practice in question has caused the inconvenience and distress suggested. It is true that a complaint from a single individual was recently received, but careful investigation has not resulted in its being substantiated, and it is not endorsed by other persons, of whom inquiry has been made. The safety arrangements made in connexion with the practice were very complete, and no satisfactory alterative locality was available. On the information before me, I do not see my way to prohibit future similar practices, which are essential for the efficiency of the Territorial Artillery concerned.
