1. Captain WEDGWOOD BENN

asked the President of the Board of Trade whether, before the House rises, he intends to propose in Parliament Orders under Part II of the Safeguarding of Industries Act, in every case which shall have been decided by the Statutory Com- mittees, or whether he will use his powers to make Orders during the Recess?

The PRESIDENT of the BOARD of TRADE (Mr. Baldwin)

Action will be taken as rapidly as possible on any Reports which may be received from Committees, and I am unable to say in advance how far, if at all, it will he necessary to make Orders during the Recess. Any Orders so made are, as the hon. and gallant Gentleman is doubtless aware, subject to confirmation, in accordance with Section 2 (4) of the Act.

Captain BENN

Will the right hon. Gentleman give an assurance, with reference to Reports already received from Committees, that he will either make the Orders or decide not to make them before the House rises?

Mr. HANNON

Will the right hon. Gentleman take care during the Recess that adequate protection is given to British interests against unfair competition from abroad?

Mr. BALDWIN

I will do all I can to give the House every opportunity for Debate, but occasions may arise after the end of the Session when it may be necessary to make Orders.

2. Captain BENN

asked the President of the Board of Trade whether Resolutions approving Orders under Part II of the Safeguarding of Industries Act will be proposed on behalf of the Government; and whether Government Whips will act as Tellers if a Division is taken?

Mr. BALDWIN

The answer to the first part of the question is in the affirmative. The second part should be addressed to the Leader of the House.

Captain BENN

Can the right hon. Gentleman say whether he will introduce the Orders, as President of the Board of Trade, or will the matter be decided by what is called the free Vote of the House?

Mr. BALDWIN

That question should be addressed to the Leader of the House.

Captain BENN

Cannot the right hon. Gentleman say whether he will have the support of the Government Whips in bringing in these Orders?

Mr. HANNON

And why should he not have the support of the Government Whips in protecting British interests?
