§ The UNDER-SECRETARY of STATE for INDIA (Earl Winterton)As my hon. and gallant Friend is aware, application for the medal must be made by the officer or man concerned, or by his commanding officer. I have no reason to think that any avoidable delay takes place in dealing with such applications.
