Mr. BARNESIs the right hon. Gentleman fully seized of the fact that the Government are under obligation, by the terms of the Peace Treaty, to submit these Conventions within a year, or under exceptional circumstances 18 months, and, having regard to the fact that we shall be adjourning very soon, if these Conventions are not submitted to Parliament we shall be out of time?
§ The PRIME MINISTERIt is not quite so. I understand under special circumstances it is 18 and not 12 months.
