asked the Lord Privy Seal if he is now in a position to state the attitude of the Government towards the draft conventions of the International Labour Conference of the League of Nations decided upon at Geneva last year?

The PRIME MINISTER

I can add nothing to the answer which I gave on Tuesday last in reply to a question by my right hon. Friend the Member for the Gorbals Division of Glasgow.

Mr. BARNES

Is the right hon. Gentleman fully seized of the fact that the Government are under obligation, by the terms of the Peace Treaty, to submit these Conventions within a year, or under exceptional circumstances 18 months, and, having regard to the fact that we shall be adjourning very soon, if these Conventions are not submitted to Parliament we shall be out of time?

The PRIME MINISTER

It is not quite so. I understand under special circumstances it is 18 and not 12 months.
