asked the Chancellor of the Exchequer whether, in order to save certain branches of the printing trade from loss and to prevent the loss to this country of printing orders which are now being held up or sent abroad by reason of high postal charges, he will make an early announcement of the intentions of the Government with regard to the reduction of postal rates in the coming financial year?

I am not in a position to anticipate the Budget proposals with regard to postal revenue.

Sir J. BUTCHER

Can the House get an assurance that any surplus arising out of the revenue of the Post Office will be devoted to the reduction of the postal rates?

Sir R. HORNE

I think it would be better to wait until we see how the finances of the year work out.
