Captain BENNAre we right in assuming that Article 12.of the Treaty stands and binds the Government?
§ The PRIME MINISTERCertainly; we accepted the whole Treaty; but, as my right hon. Friend said, I think that nothing but disadvantage can come from discussion of it at the present time.
