§ Mr. NEALI am advised that the, matter raised by my hon. and learned Friend's question is not one which can be dealt with by Regulation.

Gentleman aware that recently the majority of accidents have been caused by those heavy vehicles not seeing or hearing what is coming up behind them, and at this season particularly these accidents are increasing daily, and is he not aware that he has power to make Regulations at once under Section 6 (1) of the Locomotives and Highways Act, 1896?
