§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Cecil Harmsworth)The answer to the first 1652 part of the question is in the affirmative. The question of publication will be considered, and meanwhile I think it undesirable to give the gist of the recommendations until the question, which is now under consideration, of the attitude to be adopted towards the resumption of the Boxer Indemnity payments due next December has been decided by His Majesty's Government and the other Powers concerned.
