asked the Under-Secretary of State for the Colonies whether the discrimination between Europeans and non-Europeans in the Uganda Railway carriages, waiting-rooms, and lake steamers has the approval of His Majesty's Government?

Information which I obtained from the Governor does not support the suggestion that there is discrimination of the kind mentioned, except in so far as a certain number of second-class compartments in trains on the Uganda Railway are reserved for Europeans. In any case this is a matter of local administration in which I should not wish to interfere with the discretion of the Protectorate Government.
