Brigadier-General SURTEESasked the Under-Secretary of State for Foreign Affairs whether the actual cause of the outbreak at Marash was the hauling down of the Turkish flag over the Konak by order of the French military governor of the town, Captain André; whether that flag should have been so hauled down, considering that Marash still constitutes a portion of the Turkish empire; and whether such conduct was in itself an act of serious provocation?
