asked the Under-Secretary of State for Foreign Affairs whether the recent massacres of Armenians and other Christians in Cilicia were carried out by rebels against the Turkish Government; if so, whether they have been proclaimed as such; and, if not, what degree of responsibility rests upon the Turkish Government?

Sir H. GREENWOOD

The recent massacres in Cilicia are understood to have been carried out by irregular troops who are believed to be under the authority of Mustapha Kemal Pasha.

Mr. ORMSBY-GORE

Is it not the fact that Mustapha Kemal Pasha is the agent of the Committee of Union and Progress which is power in the Turkish Parliament, and is it not that Committee that organises these massacres?

Sir H. GREENWOOD

I cannot accept that as a statement of fact.

la it not the fact that Mustapha Kemal Pasha has been in constant and close communication with the Turkish Ministry of War?

That I cannot say.
