§ Mr. LONGH.M.S. "Carlisle" is at Vladivostock for the purpose of protecting British interests: there are no British men-of-war at other Russian ports in the Far East. "Carlisle" has been instructed as necessary to give effect to the policy of His Majesty's Government in regard to trade with Russia.
