Lieut.-Colonel MALONEMay I ask whether it is not the usual custom to consult the other Allies before entering into negotiations, and why a deviation has been made in this case?
§ Mr. BONAR LAWI do not know that there is any universal custom in such cases. As the House knows, this was a matter for the countries concerned.
