asked the Under-Secretary of State for Foreign Affairs whether he is aware of the report that a force of Finnish troops has recently been concentrated on the Finnish-Russian border, with orders to attack Petchenga and Kola; and whether His Majesty's Government will intimate to Finland that any action by them in the Petchenga area will not be countenanced by the Allies?

The answer to the first part of the question is in the negative. As regards the second part, the matter has not been considered by the Allied Governments, and His Majesty's Government could certainly not take official action alone in the matter.

Might I ask whether our attitude towards Finland is the same as towards the other border States, as explained by the Prime Minister recently?
