§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Cecil Harmsworth)The Nile Projects Commission was appointed by the Egyptian Government to investigate the technical soundness of the projects and the proper incidence of their cost as between Egypt and the Sudan rather than to inquire into personal charges which are incidental. Their report has not yet been received, and consequently I am unable to reply to the latter part of the question.
