asked the Prime Minister whether, in view of the importance of explaining the meaning and the purpose of Soviet government as practised in Russia, he will take steps to secure the widest publicity possible for the manifesto of M. Lenin to the workers of Great Britain?

Lenin's manifesto has been published in the Press and I do not know what greater publicity could therefore be given to it.
