asked the Under-Secretary of State for Foreign Affairs whether the Milner Mission is now interviewing Zagloul Pasha, the representative of the Egyptians in England; and whether the Milner Mission will be instructed to obtain the approval of the Egyptians to any proposals which the Government may have to make in regard to the future of Egypt before the Report of the Mission or the proposals of the Government are promulgated?

Lord Milner's Mission have already had several interviews with Zagloul Pasha and other members of his party, but it would be impossible to give such an undertaking as is suggested in the latter part of the question.

Is that because the Government have disregarded the principle of self-determination altogether?
