69. Lieut. - Commander KENWORTHY

asked the Prime Minister whether one of the conditions laid down by the Government in regard to the negotiations proceeding with the Russian delegation now in London is the recognition of foreign securities held in Russian enterprises incorporated under Russian law; and whether, seeing that such a condition will probably bring the negotiations to an end, to the great hurt of the people of Europe, he will refer this question to an international commission when affairs in Russia are more settled.

I cannot give any information in regard to the details of the negotiations now proceeding with the Russian delegation until they have been concluded.

Will the right hon. Gentleman assure us that negotiations will not be broken down, and peace jeopardised simply on account of investments by foreigners?
