asked the Minister of Transport whether the use of rear lights on bicycles is now compulsory throughout England, or in London only; and under what Act of Parliament this compulsion is secured?

The Order under which the use of rear lights is required on bicycles is the Lights (Vehicles) Order, made on 30th September, 1919, under No. 11 of the Defence of the Realm Regulations. The Order applies to the whole of England and Wales. The Departmental Committee on Lights on Vehicles has recommended legislation on the matter, and the House will have an opportunity of expressing its opinion thereon in the near future.
