§ Mr. BONAR LAWThe Chief of the Imperial General Staff was evidently describing the state of extreme unrest which prevails throughout the world. If he were available, he would, I feel sure, be able to name 20 or 30 theatres where a state of war, or conditions approximating to a state of war, existed at the time.
