asked the Lord Privy Seal whether it was upon the authority of the Government that an undertaking was given that on reaching this House the Local Elections (Proportional Representation) Bill would be starred as a Government measure; and whether, in view of the fact that many local authorities are desirous that the Bill should be passed at an early date so that its provisions might be put into operation, he will find time for the passage of this Bill?

There was a misunderstanding in this matter owing to the Bill having been starred last year on the assumption that it was non-controversial, and I regret that I cannot give any promise in regard to any private Member's Bill.
