§ Mr. BONAR LAWI am informed that the Permanent Commission cannot finally be set up until after the meeting of the Assembly of the League of Nations, which President Wilson has been asked to call in November next. I understand that the Council of the League are now considering whether it is possible for them to do this work provisionally.
