§ 41. Lord H. CAVENDISH-BENTINCKasked the Prime Minister whether the Government will recommend to the Allied Governments that the Reparation Commission shall be constituted as a Commission of the League of Nations, and representatives of the German and Austrian Governments be admitted as members of that body, so that the respective claims of justice and economic reconstruction may be reconciled and Central Europe be rescued from bankruptcy?
§ The PRIME MINISTERThe proposal involves a complete reversal of the terms of the Treaty, and is not one which I could invite the Allies to accept. But I may remind my Noble Friend that under the provisions of the Treaty, the Reparation Commission is authorised to allow Germany such supplies of food and raw materials as may be judged necessary to enable Germany to meet her obligations, and the Commission is required to give the German Government a just opportunity to be heard upon the claims advanced against Germany and upon the resources and capacity of Germany to pay.
