asked the Chancellor of the Exchequer whether he can see his way to ear-mark a proportion of the prospective levy on war fortunes for the increase of soldiers' gratuities?

No, Sir. As I stated in evidence to the Committee, I do not think that the imposition of such a tax would be justifiable for any purpose except the redemption of debt.
