asked the Prime Minister, seeing that secret diplomacy has been harmful in the past, why he refuses publicity to-day in his proposals with regard to the future of small nations?

The PRIME MINISTER

I dealt very fully with the question of so-called secret diplomacy in the statement on foreign affairs which I made to the House on the 18th day of December last, and I would refer my hon. Friend to that statement. I am at a loss to understand what proposals with regard to small nations my hon. Friend alludes to.

asked whether it is intended to invite the Government of Esthonia to join the League of Nations; and, if not, what authority is responsible for dealing with questions concerning Esthonian territory which may arise at the League of Nations council?

In reply to the first part of the question, I would refer the hon. Member to paragraph 2, Article I. of the Treaty of Versailles. As regards the second part, to Articles 4 and 17 of the same Treaty.
