§ Mr. FISHERParticipation in strikes, is not an offence punishable under the ordinary Indian law. I have no information whether any prosecutions were instituted under the provisions of the Defence of India rules relating to tampering with Government or railway servants or to impeding work necessary for the prosecution of the war. But it seems very unlikely that any such prosecutions were required in 1919.
