GREENWOODYes, Sir, I have been informed in a note, dated 9th February, that a decree has been issued permitting the flight of foreign carrier pigeons in France under the laws and regulations which were in force before the 2nd of August, 1914. The liberation of carrier pigeons from England is accordingly allowed as before the declaration of War and under the same regulations.
