39. Mr. A. HERBERT

asked the Prime Minister if, in view of the isolation of Vienna and the consequent starvation of the children of that town inflicted on them by the conditions of the Peace Treaty, he will advise the modification of the Peace terms.

The PRIME MINISTER

The conditions in Vienna can hardly be due to the Peace Treaty which is not yet in operation, and in any case it is not necessary that the Peace Treaty should be modified for this purpose as it contains provisions which enable such conditions to be taken into account.
