Mr. HARMSWORTHHis Majesty's Minister at Peking has just returned home on leave viâ the American Continent, and the opportunity was taken of a visit to Washington, when matters of mutual interest in the Far East were informally discussed with the gentlemen mentioned in the question. A memorandum has been drawn up by Sir Beilby Alston, but it has not yet been placed in the hands of the Secretary of State.
