This Act shall be deemed to have commenced and come into operation on the fourth day of April, nineteen hundred and nineteen, and all money paid since the fourth day of April, nineteen hundred and nineteen, in name of duplicand, duplication, or double which would not have been exigible in respect of this Act shall be recoverable at law.

As I introduced this Bill may I appeal to hon. Members who backed the Bill to support our agreement with the Lords Amendment? This is an important Amendment, which takes out the retrospective Clause and deals with a blemish which fell under censure in Committee. The Clause as originally framed was logical, but there was this argument against it, that it was a hardship that people should have to pay back money which they had received in good faith, and which they were entitled to receive and expect. Accordingly we accept this Amendment, and as it is of prime interest that this Bill should pass and that we should take advantage of the facilities which have been granted by the Government, I urge the backers of the Bill to assent to the Amendment.
