69. Mr. BROMFIELD

asked the Under-Secretary of State for Foreign Affairs whether the Russian Soviet Government has been invited to send representatives to the International Finance Conference convened by the Council of the League of Nations; and, if not, whether the British representative on the Council will urge that such an invitation be sent in view of the importance of the Russian situation in any decisions that may be taken by the Conference?

The answer to the first part of the question is in the negative. The answer to part two is that States not represented on the League of Nations will be invited to furnish full information regarding their financial situation.

Does that include the Russian Soviet Government?

I assume that would be so, but I would like notice of the question.

How can you invite the Russian Government to send a statement and not invite her to become a member of the League?
