Motion made, and Question proposed, That it is expedient to authorise the payment, out of moneys to be provided by Parliament, of expenses incurred under any Act of the present Session for carrying into effect Treaties of Peace between His Majesty and certain other Powers."—[Mr. Cecil Harms worth.]

The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Harms-worth)

Late last night an effort was made to get the Committee Stage of this important Resolution, but the House was not willing that that should be done. I admitted quite freely that the circumstances were entirely unusual, and perhaps to some extent unreasonable. Since that time hon. Members have had an opportunity, I trust, of reading the particulars of the memorandum relating to this proposal which has been placed in the Vote Office. I appeal very earnestly for the indulgence of the House, in the unusual circumstances, to allow us to get the Committee Stage now. There will be the Report Stage on which the subject can be debated. My object in appealing to the House is so that not a day may be lost in advancing the progress of the Bill. I do not know whether the House would like me now to go over the points of the memorandum. I shall probably consult the feelings of the House if I merely ask that we may be allowed to get the Committee Stage of the Resolution now.

Resolution to be reported upon Monday next.
